Corrected several date/system-status errors: Pennsylvania State Police, Erie County PA, Allentown PA, Montgomery County PA, Grand Rapids/Kent County MI, three Phoenix-area suburb agencies (Peoria, Surprise, and Avondale, previously mislabeled fully encrypted when only tactical channels are), and Ohio's OSHP timeline, which had contradicted its own key-facts row.
