Each agency is assigned a confidence score based on how closely its name matched a RadioReference entry and whether the geography aligned.

Our Verification Process
County Enrichment
We query RadioReference for all trunked radio systems in each county, fetching talkgroup data including encryption status.
Agency Matching
Using fuzzy name matching and geographic validation, we link our agency database to RadioReference talkgroup categories.
Encryption Analysis
For each matched agency, we analyze talkgroup encryption flags (0=clear, 1=mixed, 2=encrypted) to confirm encryption status.
Discovery
We also discover new encrypted agencies not in our original database by analyzing RadioReference categories marked as encrypted.
