National Talkgroup Encryption Statistics
2,119 encrypted and 157 mixed-mode talkgroups, across 594 agencies, are filed on RadioReference under a category belonging to the agency (checked October 13, 2026).
There is no clear-talkgroup count or encryption percentage here. Our data import stored encrypted and mixed-mode talkgroups individually but counted clear ones only as a number, so those counts cannot be checked against RadioReference.
States by Encrypted Talkgroups
Talkgroups RadioReference files under a category belonging to the agency, by state.
Data Methodology
Data Source
Talkgroups come from RadioReference. Each one our data import had attached to an agency was looked up on RadioReference in October 2026 and kept only if RadioReference files it under a category belonging to that agency.
Encryption Detection
RadioReference marks each talkgroup clear, mixed (partially encrypted) or fully encrypted. Only the encrypted and mixed ones were stored individually, so only those are counted here.
Audit
Talkgroups that RadioReference files under another agency's, a shared or a state/federal category were removed. See the data quality page.
Coverage
594 of the 2,803 agencies in this database have at least one talkgroup confirmed this way; 849 are confirmed encrypted against a primary source.
