How to Program the Uniden BCD996P2: Step-by-Step Guide (2026)

The BCD996P2 owner's manual describes no built-in radio database or ZIP-code setup. You build systems, sites, groups and channels yourself from the front panel, or with optional third-party PC software. Uniden lists APCO 25 Phase 1 and Phase 2, X2-TDMA, Motorola, EDACS and LTR trunked systems, plus conventional analog and P25 digital channels.

What You Need

  • Scanner: Uniden BCD996P2
  • Frequency list: Systems, site frequencies and talkgroup IDs for your area (the manual points to the RadioReference database)
  • USB cable: Included in the box (front-panel mini USB jack). Only needed for PC programming or firmware updates
  • PC software: Optional. Uniden lists PC programming "with 3rd party software, not included"

Step-by-Step Programming Instructions

Follow these steps in order. Steps marked "Optional" can be skipped.

1

Plan Systems, Sites, Groups and Quick Keys

Uniden's manual calls planning "very important even if you use 3rd party software," and says organizing Quick Keys is the most important part. Look up your county on RadioReference and note which agencies are conventional and which are trunked, the trunked system type (P25, Motorola, EDACS or LTR), each site's frequencies, and the talkgroup IDs you want. Check for encrypted talkgroups before programming them.

2

Power On and Set Squelch

Rotate VOL clockwise to turn the scanner on and set the volume to around 6–8. If nothing is programmed, the display shows "Nothing to Scan." To set squelch, rotate SQ fully counter-clockwise, then clockwise until the noise stops, then one notch more. Out of the box you can run service searches, custom searches, weather scan and Close Call, but local systems have to be programmed first.

3

Create a System

Press MENU. At "Program System" press E, scroll to "New System" and press E. At "Select Sys Type" choose the type. Pick "Conventional" for conventional frequencies. Pick "P25" and then "Standard Trunk" or "One-Freq Trunk" for a P25 trunked system, or "MOT" for Motorola. Press E at "Confirm?", then use "Edit Name" to name the system. The manual warns that a system's type cannot be changed once it has been created.

4

Trunked Systems: Create a Site and Enter Its Frequencies

Every trunked system needs at least one site. Press MENU > Program System, select the system, then "Edit Site" > "New Site." In the site menu, go to "Set Frequencies" > "New Frequency," enter each frequency at "Input Frequency" and press E. For a P25 system, the manual says most systems use Explicit mode, so leave the band plan entries blank and the scanner detects the band plan itself. Implicit-mode systems need the band plan entered under "Edit Band Plan."

5

Create Groups and Assign Quick Keys

Press MENU > Program System, select the system, then "Edit Group" > "New Group" and name it. Use "Set Quick Key" on systems and sites (0–99) and on groups (0–9). The manual's suggestion is to give every conventional system, trunked site and group a quick key. Then you can turn them on and off from the keypad instead of locking them out.

6

Program Channels (Frequencies or Talkgroup IDs)

Press MENU > Program System, select the system, then "Edit Group," pick the group, and go to "Edit Channel" > "New Channel." At "Input Frequency (or TGID)" enter the frequency or talkgroup ID and press E, then name the channel. As a shortcut, press HOLD while scanning, enter a frequency and press E, then press E again at "Quick Freq Save?" The scanner stores it in a group called "Qck Save Grp" inside a system called "Qck Save Cnv Sys."

7

Optional: Program From a PC

Uniden lists "PC Programming and Control (with 3rd party software, not included)," and the box includes a USB cable for the front-panel mini USB jack. Uniden's BCD996P2 support page provides a USB serial driver (uniden_usbser.zip). If the scanner appears in Windows Device Manager with a yellow triangle, choose "Update Driver Software" and browse to the unzipped driver folder. It then shows as "Uniden Serial Port (COMx)." Point your programming software at that COM port.

8

Check and Update Firmware

To see your version, press MENU, scroll to "Settings," then "See Scanner Info" > "Firmware Version." Uniden applies all BCD996P2 firmware updates with its BC_VUP3 updater: download it from Uniden's firmware page, install it, run it, and choose the scanner model and firmware version. Uniden's release notes say to back up all settings with software first. Units whose serial number starts with 378A must use version 1.09.12 or newer; earlier versions stop them working.

Tips for Best Results

  • Capacity per the manual: up to 500 systems, 20 groups per system, and 1,000 frequencies or 500 IDs per group, with about 25,000 channels in total. Only one trunking system fits in each "system."
  • Location-based scanning needs an optional GPS receiver. It must have a serial (RS-232) output sending NMEA-0183 GGA/RMC sentences at 4800 bps to the scanner's rear 9-pin port. Then use "Set Location Info" on a site or group to enter its latitude, longitude and a range from 0.5 to 125.
  • Startup Keys (0–9) let you power up with only a chosen set of systems, sites or searches enabled. Number tags (0–999) let you jump straight to a system or channel from the keypad.
  • Trunked IDs only go into trunking-system groups, and conventional frequencies only go into conventional-system groups. Program the trunking system and site before using Quick Save for an ID.
  • Uniden's firmware history lists DMR/MotoTRBO and EDACS ProVoice support as system "upgrades," and NXDN support as a paid upgrade. They are not part of the base feature list on the product page.

Troubleshooting

These are the most common issues encountered when programming the Uniden BCD996P2 and how to resolve each one.

The display says "Nothing to Scan"

The manual says this appears when nothing has been programmed into the scanner yet. Program a system (MENU > Program System > New System). Until then, the manual suggests tuning to a local weather channel to set the volume.

Programming software cannot find the scanner

Install Uniden's USB serial driver (uniden_usbser.zip from the BCD996P2 page on info.uniden.com). In Windows Device Manager, right-click the device with the yellow triangle, choose "Update Driver Software," then "Browse My Computer for Driver Software," and point it at the unzipped folder. The scanner should then appear as "Uniden Serial Port (COMx)." Select that port number in your software.

A P25 system is programmed but voice channels do not follow

Check whether the system is Explicit or Implicit mode. Explicit systems need the band plan left blank. Implicit systems need each band plan's base frequency and spacing entered under "Edit Band Plan." Also check RadioReference for encrypted talkgroups: no scanner can decode encrypted traffic.

Which firmware is safe to install?

Check your serial number first. Uniden says units starting with 378A must use firmware 1.09.12 or newer, and earlier versions stop them working; units starting with 378Z can update to those versions. Back up all settings with software before updating. Apply updates only with Uniden's BC_VUP3 updater.

How do I erase everything and start over?

Use Scanner Reset: turn the scanner off, then hold 2, 9 and HOLD while turning it back on. The manual warns that this deletes all programmed data.

The cheapest upgrade after programming is usually the antenna; check that its connector fits the Uniden BCD996P2.

If Programming Doesn't Solve the Problem

If you have completed all programming steps correctly but still hear no intelligible audio, check two things. The talkgroup or channel may be encrypted, and no scanner — regardless of model or programming — can decode an encrypted signal. Or the agency may use a digital mode the Uniden BCD996P2 does not decode: it supports P25 Phase I, P25 Phase II, X2-TDMA, and other modes may need a paid upgrade or a different scanner.

Check how your agencies are listed on RadioReference.com before assuming the scanner is at fault: whether each channel is analog or digital, which digital mode it uses, and whether it is encrypted. If your local police are encrypted, consider joining efforts to restore public access.
